- What services can I use?
- The details of housework and childcare support are as follows:

- What is the Childcare Support Helper Dispatch Program?
- This is a visiting service to support the housework and childcare of all families who reside in Osaka City and have a child age 0 to 2. The goal is to provide a full range of support to families with children ages 0 to 2 in order to reduce the burden of childcare and create a comforting environment.
- Is the Childcare Support Helper Dispatch Program run by Osaka City?
- The program is led by Osaka City, with operational and visiting support duties being performed by private businesses.
- Do local governments other than Osaka City also have a Childcare Support Helper Dispatch Program?
- We do not have details on the activities of other areas. If you have questions, contact your local government directly.
- What are some things I need to be aware of for the visit?
- Be aware of the following:
• You cannot use the service if the guardians or the child is absent. You must be present on the day of the visit.
• The total number of hours that you can use the service is limited by the age of the child. You cannot make an appointment for visits that exceed the limit.
• You cannot specify a helper.
• Depending on availability, your preferred visiting support provider might not be able to visit you.
• Requests outside the scope of support are not accepted.
• If you cancel on the day of the visit or 5 pm or after on the business day before the visit or if you are not present on the day of the visit and the support is not provided, you will be responsible for a cancellation fee.

- What is not covered by the service?
- For things not covered by the visiting support service, see the "usage guide" on the website. Examples include:
• Support when the guardians are not present (e.g., if you go out after the helper arrives)
• Requests for support that exceed the normal range of housework and childcare activities (party preparations, etc.)
• Having helpers pay for food, etc., when shopping
• Having helpers perform bank transfers on behalf of guardians,
etc.
Usage hours
- How long can I use the service in total?
- The total hours are as follows:
• Birth to age 1: 40 hours
• Ages 1 to 2: 20 hours
• Age 2 through the first March 31 after their third birthday: 20 hours
* If you have multiple children, this is the total for each child.
- Can the service be divided into multiple visits within a day?
- It can only be used once per day.
- How long is a single visit?
- Each visit can be 2, 3, or 4 hours (set in hourly increments)
* The number of children does not affect the length of time.
- What are the total usage hours if I have multiple children ages 0 to 2?
- If you have multiple children eligible for the visiting support service, the total usage hours for each eligible child are added to get the total usage hours for the household.
- How are the usage hours calculated (subtracted) if I have multiple children ages 0 to 2?
- If there are multiple eligible children in the household, the hours will be subtracted from the child with the hours that expire soonest.
The hours used will be subtracted from the total remaining hours for all eligible children.
- During what hours can the visiting support service be used?
- The visiting support service can be used from 8 am to 8 pm, but not between December 29 through January 3. However, actual visiting dates and times will vary according to the visiting support provider. Check the hours of operation on the "list of support providers" for details.
- How long can I use the service each time?
- It can be used for 2 to 4 hours (set in hourly increments) each time.
* This limit applies even if you have multiple children.
Usage conditions
- Are there any usage conditions?
- The following conditions must be met:
• You reside in Osaka City.
• Your household has a child age 0 to 2 at the time of the visit.
- Can I use the service if no parents are at home?
- Both a guardian and the child must be present.
- Can I have the helper watch my child while I go out?
- こThis is not a child supervision or babysitting service.
A guardian must be present throughout the visit.
- Can I use the service if I have multiple children?
- You can use the service if you have multiple children. However, the following condition must be met:
• Your household has a child age 0 to 2 at the time of the visit.
- I recently moved to Osaka City. Can I use the service?
- If you reside in Osaka City, then you can use the service.
Your household must have a child of age 0 to 2 at the time of the visit.
- Can I use the service for brothers and sisters of an eligible child?
- You can as long as the eligible child is at home. They are also eligible to be picked up or dropped off.
- Are there any procedures or preparations required before using the visiting support service?
- The following procedures are required
(1) User registration application: Submit this through the website. A review will be performed after you apply. You can only get a visit if you complete the application. If you are on public assistance or exempt from the municipal tax and would like to get a fee reduction, prepare the following documents.
• Public assistance: public assistance recipient certificate, holiday/nighttime medical care request certificate
• Municipal tax exemption: tax certificate (must be submitted for all income earners)
(2) Make an appointment for a preferred visitation date: From "Manage appointments" on the website, enter your preferred date/time, provider, and other necessary information. You will then be notified regarding whether the request for a visit was accepted.
(3) When getting a visit: Prepare the following in advance.
• The support fee (Check the "list of providers" on the website for the payment methods.)
- What is the age limit for receiving support?
- The eligible age range is as follows:
• Children ages 0 to 2
• Children age 3 until the next March 31
* Siblings are also eligible for certain types of support, but an eligible child must be present.
- My child turned 3 this year. Can I use the service until their next birthday?
- Once your child turns 3, you can continue using the service until the next March 31. If another eligible child is present, then you can continue to use the service for both children.
- How many times can I use the service?
- You can use the service multiple times as long as it falls within the applicable visiting hours. However, you can only use the service one time per day, and the duration of each time can be 2 to 4 hours (set in hourly increments).
- When can I start using the service?
- Appointments can be managed starting March 28, 2025. To make an appointment, you must first complete an application and review.
Appointments can be made for April 10 and after.
- Can I register while I am pregnant?
- If you are pregnant, you can submit a user registration application 2 months before your expected delivery date. However, information on the eligible child is required for visiting service appointments, meaning that you will have to register the child after they are born before making an appointment. You cannot submit a user registration application if it is longer than 2 months before your expected delivery date.
- I live in Osaka City, but I have not updated my residence. Can I use the service?
- If you live in Osaka City, then you can use the service.
- To what age can pick-up and drop-off be performed for siblings?
- There are no age restrictions on siblings living with an eligible child. However, you cannot request only this form of support.
- I would like to apply for a fee reduction, but the head of household is living separately due to work. Can I still apply?
- • Tax certificate: You can apply if you submit a tax certificate for all income earners.
• Public assistance recipient certificate, holiday/nighttime medical care request certificate: You can apply even if the head of household is not shown on the document. However, we may make calls to check the details of the application.
Usage fee
- How much is the usage fee?
- You have to pay the following fee for the hours you used the visiting support service.
• 1,500 yen/hour
* You can apply for a fee reduction if you are on public assistance or exempt from the municipal tax. For details, see "Applying for a fee reduction" on the website.
- How much does it cost if I have multiple children?
- The cost is based on how many hours you use the service. The number of children for which you use the service does not have an effect on the cost.
E.g.: If you use the service for 2 hours for 2 eligible children, the cost is still 1,500 yen/hour for 2 hours
* This amount is different if you are receiving a fee reduction.
- How do I pay the fees?
- The payment method differs by the provider. For details, see the "list of support providers", or contact them directly."
- When and to whom do I pay the usage fee?
- Pay the usage fee to the visiting support provider (contact them for the payment method and timing).

Visiting support providers
- Which visiting support providers can I use?
- See "List of support providers" on the website.
* The visiting support providers are subject to change.
Support provided
- Do the helpers account for allergies when preparing meals?
- No, they are not able to make certain exclusions for allergies.
- Can I request the helper to go shopping?
- Shopping support is provided, but it is limited to daily necessities such as food and consumables.
- Can I request the helper to drop off or pick up a child?
- You can get support with dropping off or picking up an eligible child or their siblings. You cannot request only this form of support.
- Can I request the helper to drive?
- The helper cannot drive on behalf of the guardian.
- What other regular housework tasks are supported?
- Other forms of support for housework include airing out futons, changing sheets, etc.
- What other regular childcare tasks are supported?
- Helpers can accompany you on foot or on public transportation for infant health checkups.
- Will the helper come with me and provide support if I leave the house?
- Childcare support can be performed at home and with a guardian present. Regarding support outside of the home, contact the visiting support provider.
- Can I request support at a different location?
- Support can only be provided at the address registered in your user registration application.
How to apply
- What is the process for using the service?
- (1) If you have not submitted a user registration application: Apply for user registration from the website. A review will be performed after you apply. You can only get a visit if you complete the application. If you are on public assistance or exempt from the municipal tax and would like to get a fee reduction, prepare the following documents.
• Public assistance recipient certificate, holiday/nighttime medical care request certificate
• Tax certificate (for all income earners)
If you would prefer to submit a paper application, inform the office. We will confirm the address, recipient, and applicant information (name and contact information) and then send an envelope. Fill out the required items, and send back the form in the enclosed envelope.
(2) If you have not yet made an appointment for your preferred visitation date: From "Manage appointments" on the website, enter your preferred date/time, provider, and other necessary information. You will then be notified whether the request for a visit was accepted. Check the notification. If you applied with a paper application or you cannot make an appointment online, you can make one over the phone. However, depending on your preferred date and the availability of the visiting provider, the appointment request might be declined.

- Where can I apply?
- If you have not completed user registration, register the required information from "User registration" on the website to create your "My Page".
If you already have a "My Page", apply from "User registration application" on that page.
- What do I need to apply?
- To apply for a fee reduction, you must submit a copy (image) of one of the following documents. Have the documents ready before applying. They are not necessary if you are not applying for a fee reduction.
Households on public assistance
• Public assistance recipient certificate (with the name and date of birth of all household members)
• Holiday/nighttime medical care request certificate
Households exempt from the municipal tax
• Tax certificate (for all income earners)

- What should I do if I cannot apply online?
- If you cannot apply online, contact the Osaka City Childcare Support Helper Office, and they will send you a paper application.

- What happens if I do not apply for user registration?
- You must register your information to use this service. You cannot use the service without registering.
My Page
- What is a confirmation code?
- This is information used when you register your information on your My Page. A confirmation code is required for My Page registration.
- I deleted the email with the confirmation code.
- You will have to register your email address again.
- Why did I not receive the confirmation code email?
- 1. Check that your email address is correct.
2. Check your spam folder. It is possible that the email was sent to your spam folder.
3. Ensure that there is space in your inbox. If your inbox is full, you cannot receive more emails.
4. Check whether you can only receive emails from specific domains (primarily when receiving emails with a cellphone). This usually applies to cellphones, but it may also apply to computers. Check whether you must configure specific domain names. If required, configure the settings so that you can receive emails from omotenashi-suite.com.
5. Check whether emails are being blocked by your provider. Your email provider could have spam measures in place such as only allowing emails from specific domains or that meet specific conditions, or it could otherwise be blocking the email.
Contact your provider to confirm whether they are blocking emails from specific domains or that meet specific conditions.
Items to input
- What is a guardian?
- Guardians are parental authorities, adult guardians, and other persons involved in the actual care of a child.
- I cannot register my address.
- Only an address in Osaka City can be used in the user registration application. You cannot register other addresses.
- I do not have a station nearby. What should I input for nearest station?
- Input the nearest train station or bus stop.
- What is an eligible child?
- A child age 0 to 2 (*) living in Osaka City at the time of use.
* Through the first March 31 after their third birthday
- Can I register before giving birth?
- You can register 2 months before your expected delivery date. However, you must know the child's name and date of birth in order to use the service. Therefore, you will have to submit a change registration application after delivery.
- There are not enough fields to enter the information for my children.
- If you have six or more eligible children, you cannot register them all on the application form. Please contact the Osaka City Childcare Support Helper Office.

- I cannot select my child's date of birth.
- You can only select dates of birth on the registration application form that meet the eligibility requirements. If you cannot select the date of birth, then the child is outside the age range eligible for the service.
- What is a fee reduction application?
- Households on public assistance or exempt from the municipal tax can apply for a usage fee reduction.
- I submitted a user registration application twice by mistake.
- The redundant information must be deleted. Please contact the Osaka City Childcare Support Helper Office.

- Can spouses apply separately?
- The user registration application is for a family unit. If multiple user registration applications were submitted by mistake, please contact the Osaka City Childcare Support Helper Office.

- How can I obtain a paper user registration application?
- WIf you cannot apply online, contact the Osaka City Childcare Support Helper Office, and they will send you a paper application.

- Can you send the user registration application to an address outside of Osaka City?
- The user registration application can be sent to an address outside of Osaka City. However, the helpers can only visit addresses within Osaka City.
- I requested a paper user registration application, but it has not arrived.
- The user registration application will be sent around 1 week after we receive your request. If it does not arrive, contact the Osaka City Childcare Support Helper Office.

- If there are errors in my paper user registration application, will you contact me?
- If there are items in the user registration application that need to be confirmed, you will be called by the Osaka City Childcare Support Helper Office. If the items cannot be confirmed over the phone, you may need to correct the application.
Procedure after applying
- How long does it take to get the results?
- For online applications, you will be informed of the results by email within 3 business days of applying. For paper applications, the results will be sent through the mail in around 1 week following receipt of your user registration application. However, if there are errors in the application, more time may be required.
- Are people turned down for user registration?
- To be eligible for this service, you must have a child age 0 to 2 (*) and live in Osaka City at the time of use.
* Through the first March 31 after their third birthday
You cannot register if you do not fulfill the usage requirements. Also, you may not be able to register if errors in your application are not resolved.
- I received a user registration denied message, but I still want to use the service.
- You cannot use the service if you do not meet the requirements.

- I received my registration completion notification. What do I do now?
- Once user registration is complete, you can make an appointment for a visit. Determine the date, time, and provider, and then make an appointment from "Manage appointments" under "My Page".
Change registered information
- I want to correct some registered information.
- Change the information from the "Change registered information" form under "My Page". You cannot register or change the date of birth of an eligible child from the "Change registered information" form. Please contact the Osaka City Childcare Support Helper Office. If you already have an appointment for a visit, you cannot change the information until after you complete or cancel all appointments. If you have questions, contact the Osaka City Childcare Support Helper Office.

- How long does it take for changes to the registered information to be reflected?
- It takes about 1 to 2 business days to apply the changes after your application is received through the "Change registered information" form. However, if there are errors in the application, more time may be required.
- I cannot change my child's date of birth.
- You cannot change the date of birth of an eligible child from the "Change registered information" form. Please contact the Osaka City Childcare Support Helper Office.
- I received an email saying that I cannot change any information.
- If you attempted to change the registered information when you have an appointment, the "Cannot change registered information" email will be sent. Change the registered information after completing or canceling all appointments. If you have questions, contact the Osaka City Childcare Support Helper Office.

Fee reduction application
Attached materials
- How long are the certifying documents for the fee reduction valid?
- It depends on the document.
• Public assistance recipient certificate: April of the fiscal year of issuance through March. However, if the document has an expiration date, then that date applies.
• Holiday/nighttime medical care request certificate: April of the corresponding fiscal year through March. However, if the document has an expiration date, then that date applies.
• Tax certificate: June of the corresponding fiscal year through the end of July the next year.
You can get the fee reduction for the above periods.

- When applying for a fee reduction, can I use certificates issued outside of Osaka City?
- For the public assistance recipient certificate and holiday/nighttime medical care request certificate, use a document issued by Osaka City. The tax certificate is issued by your place of residence as of January 1. If you moved to Osaka, submit a document issued by the local government of your place of residence as of January 1. If you were living overseas as of January 1 and were not registered domestically as a resident, you do not need a tax certificate, but on the fee reduction application form, you must write when you moved to Osaka City and where you moved from. - When applying for a fee reduction, what should I do if my registration name and address are different from the documents?
- If your registration name and address are different from the documents, provide the reason on the fee reduction application. However, if you moved and are able to obtain documents with your updated address, obtain those documents again.

- Do I need tax certificates for minors?
- You need tax certificates for all household members with income (This includes parents with the same livelihood living separately due to work.). You need certificates for minors if they have income.

- How long can I use the service?
- You can use the service for 2 hours or more each time (up to 4 hours).
- I want to check how many total hours are remaining.
- You can check the number of remaining hours under "My Page".
- Can I extend an appointment?
- No. Please use the service for the hours you requested.
Usage fee
- How much is the usage fee?
- The usage fee is 1,500 yen per hour for a minimum of 2 hours.
Households on public assistance or exempt from the municipal tax can apply for a usage fee reduction.

- How do I pay?
- The payment method differs by provider; check it in advance.
See the "list of support providers" for details on the payment method of each provider.
- Am I responsible for the transportation fees arising from the visit?
- You are not responsible for the transportation fees of the helper visiting your home. However, you are responsible for the transportation fees if the helper picks up or drops off your child's siblings or goes shopping during the visit.

- Can I specify a helper?
- You cannot specify a helper.
- Can I set preferences for helpers?
- If you have any preferences regarding the helper, input them in the message field of the appointment request form. However, please understand that they may not be able to accommodate your preferences. Note that you cannot specify a helper.

- Make an appointment from the user application form on "My Page". (You must register as a user first.)

- From when can I make an appointment?
- You can make an appointment from 2 months before the appointment date.
- Can you come anywhere?
- Visits will be performed at the address in Osaka City registered for the user.
- What services do you provide?
- This is a visiting support service for housework and childcare.
For details on the usage fee reduction, see "Applying for a fee reduction".
- Can I use the service when I am not at home?
- You cannot use the service if no guardians are present. Make an appointment for a date and time when a guardian and the eligible child can be present at home.
- Can I request the helper to pick up my child from a kindergarten or nursery school?
- Helpers can pick up or drop off siblings of the eligible child at a nursery school, etc.
- I cannot select my preferred visitation date.
- If you apply online, you can select dates from 10 days to 2 months of the date of the appointment. Appointments within 9 days of the date can only be made over the phone. Contact the Osaka City Childcare Support Helper Office. Appointments within 2 days of the date cannot be made, not even over the phone.
* The new year holiday period (December 29 - January 3) and other holidays are not included in the calculation. If you cannot get an appointment during the time frame, the Osaka City Childcare Support Helper Office may contact you.

- What should I do if I want to make multiple appointments?
- You can only make an appointment for one visit at a time. You need to submit a user registration application for each one. Be aware that you can only use the service once per day.
- I have not received any emails related to the appointment.
- The following are possible reasons for the emails not being received.
1. Your inbox is full.
2. The email is going to your spam folder or is being blocked.
3. You can only receive emails from specific domains. (In this case, register "@ouenhelper-osaka.com", which is the domain used for the service.)
4. You have changed your email address.
You can see the details of your appointment under My Page.
- I received an appointment denied notification.
- The appointment cannot be made with the provider on your preferred date and time. Change the date and time and try again.

Cancellations
Cancellation fee
- Is there a cancellation fee?
- Once your appointment is confirmed, if you contact the provider to cancel by 5 pm on the business day before your visit, there is no cancellation fee.
However, there is a cancellation fee in the following cases.
(1) You canceled at 5 pm on the day before the visit or after
(2) You were not present on the day of the visit
(3) You shortened the visit by 45 minutes or more
The payment method for the cancellation fee varies by the visiting support provider.

- I would like a receipt for the cancellation fee.
- Contact the visiting support provider for a receipt.
* Our office does not issue receipts.
Appointments
- I want to cancel an appointment.
- Before your appointment is confirmed, you can cancel it from "My Page". To cancel after your appointment is confirmed, you must contact the visiting support provider directly. Be aware that there is a cancellation fee for cancellations made 5 pm or after the business day prior to the appointment.
Other
How to apply
- I forgot my login ID and password. What should I do?
- If you forgot your password, do the following.
1. Access the login screen.
2. Click the "I forgot my password" link.
3. Input your registered email address and send.
4. Click the password reset link in the email you are sent, and then set a new password.

Change registered information
- I submitted a paper application, but I want to make a correction.
- If you mailed a user registration application, you can submit an application to change the registered information. We will send you a new application form. Contact the Osaka City Childcare Support Helper Office.

Appointments
- I want to change the address used for visits.
- You can change the address by submitting a user registration change application. If you are in the middle of requesting an appointment or have made an appointment, then you cannot submit a user registration change application. Submit the application after canceling the appointment. If you have questions, contact the Osaka City Childcare Support Helper Office.

- We apologize for the inconvenience, but you must cancel your appointment and make a new one for the desired date and time.

- You can change your contact information by submitting a user registration change application. - I want to change the details of the services I am using.
- Before your appointment is confirmed, cancel it from "My Page", and make a new one. After your appointment is confirmed, you cannot cancel from My Page. You must contact the visiting support provider directly. You cannot change the address of the visit or the date or time. If you must make a change, cancel the appointment from My Page (contact the visiting provider if your appointment was already confirmed), and then make the change with a user registration change application.

- I received an informational flier regarding this service at my home. Who was it sent to?
- This service is for all households in Osaka City raising a child age 0 to 2, and the notification is being sent to each eligible family.
- I did not get an informational flier. Does this mean I am not eligible?
- This service is for all households in Osaka City raising a child age 0 to 2. If you meet those requirements, then you can use the service.
- Where is the informational flier distributed?
- The flier is distributed at childcare support offices and mother and child health sections at your local ward office. It is also posted on the childcare support helper website.
